생산물시장이 불완전경쟁시장이라면 정부가 생산보조금이나 소비보조금 정책을 도입하여 총국가후생을 증가시킬 수 있다. 보조금의 도입은 보조금비용 이상으로 총소비자잉여와 생산자이윤의 합을 증가시키기 때문에 총국가후생을 증가시킨다. 무역정책이 발생시키는 경제적 효과와 후생효과는 보조금이나 세금과 같은 국내정책 수단을 통해서도 달성할 수 있다. 생산보조금이나 소비보조금은 총소비자잉여, 생산자이윤이나 보조금비용 등 총국가후생을 구성하는 항목에 같은 방향으로 비슷한 정책효과를 발생시킨다. 나아가서 생산보조금과 소비보조금의 정책혼합은 보다 효과적으로 총국가후생을 증가시킬 수 있다.
Abstract
The equivalence of trade policy and domestic subsidy or tax policies was well known in the international trade literature from a long time ago. The optimal trade policy turned out to be the export tax for the domestic producers who compete in price with foreign ones. Domestic policy can be used to protect domestic producers or consumers, where trade policies are hard to adopt with the rapid trade liberalization or an import-competing domestic industry is having a hard time by the enhanced competition from abroad. We showed that the optimal domestic policy is the mix of production subsidy and consumption subsidy, when countries compete in price on the world market, being engaged in trading vertically differentiated products with other countries. Production subsidy or consumption subsidy can increase national welfare by benefiting domestic producers or consumers. more than the subsidy cost.
