한국 외교정책 50년의 검토와 평가: 중소국 외교론의 관점에서

이 논문은 한국 외교정책 50년을 이론에 비추어 검토하고 평가한다. 기왕의 국제정치이론이 강대국에 편향되어 강대국에 포위된 중소국의 외교적 행태를 설명하지 못한다는 문제의식에서 이 논문은 중소국 외교정책론을 제시하고, 그에 비추어 한국의 외교를 검토, 평가한다. 또 냉전과 탈냉전, 한국의 성장과 민주화 등의 변수가 한국의 외교에 미친 영향도 아울러 검토한다. 강대국을 대하는 중소국의 외교전략 목표는 자율성의 극대화이며, 그것을 위한 전략으로는 국력 증진의 ‘자강’전략 외, ‘다변화’, ‘다원화’, ‘다자화’, ‘다층화’ 등이 있다. 냉전기 한국은 미국의 정책에 ‘동화’한 가운데 주로 ‘자강’ 나아가 제한적 ‘다변화’를 통해 자율성 증진을 추진했다. 탈냉전 시대 한국은 주변 4강을 아우르고, 기타 중소국으로 확장하는 ‘이중 다변화’와 ‘다자화’를 통해 자율성의 확대를 추구하고 대체로 성공했다. 그러나 북한의 핵무장, 미국과 중국 사이 갈등의 심화로 인해 성공은 제한적이었고 앞으로는 더욱 어려운 도전에 처할 것으로 전망된다.
Abstract
This article examines and evaluates foreign policy of South Korea for the past half century from theoretical and historical perspective. The theory is a tentative model for foreign policy strategy of small and middle powers(SMPs) arguing that the mainstream literature is biased for the great powers and neglect foreign policy problems and behavior of SMPs. The model depicts foreign policy problem of SMPS as an attempt to maximize autonomy out of the inevitable dependence due to the asymmetric interdependence, and proposes various strategies such as capability-building, integration, assimilation, multilateralization, and various ways of diversification. During the Cold War period, South Korean government had little choice but to assimilate itself to the U.S., while seeking to enhance its own capabilities, economic and military. After the Cold War ended, South Korean government has pursued a dual diversification strategy, first to diversify and balance its diplomatic relations with the surrounding major powers, then to further diversify to the secondary powers near and far, such as Southeast Asia and Central Asia. It is noteworthy that South Korean governments have maintained a sense of continuity despite the polarized political environment in which the political fault line lies along with opposing views of North Korea as either a brother nation or an archenemy.
