전세버스 수송실적 추정에 관한 연구

1993년 전세버스 운송 등록제가 시행됨에 따라 전세버스 등록 차량은 기하급수적으로 늘어났다. 이에 이용자들은 보다 쉽게 전세버스를 이용할 수 있게 되었으나, 사업자간 과열 경쟁, 안전관리 미흡, 대형차량 사고 급증 등 문제점이 반복적으로 발생하고 있어 전세버스를 체계적으로 관리해야 한다는 지적이 있어 왔다. 또한 전세버스는 여객수송 부분에서 차지하는 비중이 타 교통수단에 비해 상대적으로 작기 때문에 전세버스와 관련된 기초통계(예: 수송실적, 운행률 등)는 개별 사업자들의 운송조합 및 연합회를 통해 자체적으로 구축한 통계가 전부이다. 이에 본 연구에서는 한국교통연구원 국가교통DB센터가 수행한 “전세버스이용실태조사”를 통해 전세버스의 이용운행행태를 조사하여 보다 신뢰할 수 있는 전세버스 수송실적을 추정하고자 하였다. 표본은 전국 16개 시․도별 전국전세버스운송사업조합에 등록된 차량 중 약 5%를 선정하였으며, 주중 및 주말 1일 동안의 통행일지 및 조사 전주의 주중, 주말 운행비율을 이용하여 수송실적을 산정하였다. ’12년 기준 전세버스의 연간 수송실적은 41,379백만인-km로 나타났으며, 추정 결과의 통계적 유의성 검증을 위한 상대표준오차는 전국 평균 8.6%로 통계적으로 유의하다고 할 수 있다.
Abstract
Since the chartered bus registration system was implemented in 1993, the registration rates of chartered buses rapidly increased. People have thus been able to easily use chartered buses but heated competition among operators, lack of safety administration, and heavy vehicle accidents occur cyclically promoting a need for systematic management of chartered buses. Additionally, chartered buses are relatively low in modal share and statistics have been established by individual operators' associations. This study was focused on estimating the chartered bus transports using the Survey of Chartered Bus Usage performed by the Korea Transport Database center at the Korea Transport Insitute. Usage information included location, trip characteristics etc. Sampling rate was about 5% of registered chartered buses and results were based on both day trip data and operation rate of operating day during a week. Relative standard deviation was applied for statistical significance, which was about 8.6% on national level with trips estimated to cover 41.38 billion km in 2012.
