시진핑 집권 3기 군부 숙청의 원인으로서 군사력 극대화 추구에 관한 연구: 선출인단 이론을 중심으로

시진핑은 2022년 10월 3연임을 확정지으며 집권 3기를 안정적으로 시작하였으나, 그 직후인 2023년부터 군부 고위 장성들에 대한 대규모 숙청에 나선다. 본 연구는 이미 완전히 권력을 장악한 것으로 여겨지는 시진핑이 왜 군부 숙청에 나섰는지에 관하여 파악하기 위한 시도이다. 본 연구는 위와 같은 군부 숙청이 국내 정치적 이유보다는 군사적 이유, 즉 군사력 극대화를 통해 대만에 대한 제한적 대외 무력 투사의 준비에 더 큰 목적이 있다는 가설을 제기한다. 위 가설의 검증을 위하여 먼저 관련 이론(선출인단 이론)을 바탕으로 제기 가능한 경쟁가설(통제력 상실 가설, 통제력 강화 가설)을 검토하고, 위 경쟁가설들이 일정한 설명 공백이 있음을 확인한다. 현재로서는 군사적 이유, 즉 시진핑이 제한적 대외 무력 투사를 준비하고 있으며, 이를 위해 군사력을 극대화하는 과정에서 군부 숙청을 진행하였다는 연구가설을 제외하면 이 모든 정황을 설명하기 어렵다. 최근 중국이 의욕적으로 추진하고 있는 군사력 증강 정황은 본 연구가설을 뒷받침하며, 이러한 시나리오는 정치적·경제적 측면에서도 최고지도자 시진핑에게 용인 가능하다. 본 연구는 시진핑 3기 군부 숙청이라는 현상을 결국 군사적 측면에서 이해할 필요가 있음을 검토한 ‘선제적 연구’라는 점에서 의의가 있다.
Abstract
Xi Jinping secured a third term in office in October 2022, solidifying his grip on power. However, immediately following, in 2023, he launched a large-scale purge of high-ranking military officers. This study attempts to understand why Xi Jinping, already considered to have fully seized power, initiated this purge. This study hypothesizes that the above-mentioned purge was motivated more by military reasons than domestic political considerations, namely, maximizing military power to prepare for a limited external military projection against Taiwan. To test this hypothesis, we first examine competing hypotheses (the loss of control hypothesis and the strengthening of control hypothesis) based on relevant theory (the selectorate theory) and confirm that these competing hypotheses have certain explanatory gaps. Currently, it is difficult to explain all of these circumstances without excluding the research hypothesis that Xi Jinping is preparing for a limited external military projection and that the purge was carried out in the process of maximizing military power to achieve this. China's recent aggressive military buildup supports this research hypothesis, and this scenario is acceptable to Supreme Leader Xi Jinping from both political and economic perspectives. This study is significant in that it serves as a "preemptive study" that examines the need to understand the military purges of Xi Jinping's third term from a military perspective.
