Abstract

The more authoritarian a regime becomes, the more indispensable the support of the military, which monopolizes the means of violence, is for leadership succession. Under the banner of anti-corruption, Xi Jinping purged unfriendly factions within the armed forces, heightened a sense of security crisis through so-called “wolf warrior diplomacy,” and, by championing the construction of a “world-class military,” sought to stir nationalist sentiment among both the civilian population and the military. Through this strategy, he consolidated military power and mobilized the armed forces’ tacit support in the process of extending his tenure. Both Jiang Zemin and Hu Jintao, as well as Xi Jinping, acquired techniques for managing the military in the course of their rise to power by being appointed to the CCP Central Military Commission, gaining a certain degree of exposure to military affairs, and expanding their personal networks with the military leadership. Even if Xi, during his third term, continues to enhance the professionalism and loyalty of the armed forces and to exercise control over the military in the name of the Party, China’s politics and party-army relations may face a serious impasse if the concentration and strengthening of military power is not accompanied by timely preparations for leadership succession to a next-generation civilian leader. Party-Army Relations under Xi Jinping can be interpreted as a “personalized principal–agent model” shaped by the concentration of “ultimate authority” in his hands, and may be conceptualized as an era of “Xi-in-command,” a temporal variant of the earlier “Mao-in-command” pattern. If institutionalized norms of leadership succession are not restored during Xi’s third term in office, one can reasonably anticipate a further extension of his rule. In the event that Xi proves unable to engineer a smooth transfer of power, there is a risk that the military, in the process of selecting a successor, will opt for “intervention” rather than mere “participation,” thereby pushing the system toward a “praetorian regime.”
