한반도 긴장완화의 저해요인에 대한 고찰

이 글은 한반도 군사적 긴장완화 문제에 대한 저해요인을 식별하고, 그러한 저해요인이 대부분 북한측에 내재돼 있음을 몇 가지 긴장완화 관련 이슈에 대한 북측입장 분석과 북한체제 본질의 긴장문제와의 상관성 고찰을 통해 논증하고자 한 것이다. 분석 결과에 의하면, 남북간의 긴장완화에 대한 북한의 정책노선은 근원적으로 강경한 성격이며, 그것은 북한의 정치․이념적 구조에 그 본질적 원인이 있는 것으로 파악되었다. 북한당국이 현재의 대내외 정치/군사노선을 지속하는 등 북측에 내재된 긴장완화 저해요인이 제거되지 않는 한, 우리가 긴장완화 문제를 주도한다고 해서 그 문제가 진전되기 어렵다. 때문에 북한의 개혁개방 시도, 군사위협 중단, 인권개선 노력, 대남강경노선 변경 등과 같은 북한체제의 본질적 변화로 연결되지 않는 대북정책과 경제지원을 지속할 것인지에 대해 고도의 전략적 판단이 검토되어야 한다. 이에 우리의 대북정책은 북한이 긴장완화에 긍정적/적극적인 태도를 갖기 위한 자발적 동기의 유발과 같은 제반 환경적 요건을 조성하는 데에 정책적 고려를 중시해야 한다. 북한의 변화를 촉발시킬 수 있는 대북정책의 구사와 관련 환경의 조성을 중시할 때, 한반도의 정치군사적 여건 변화와 맞물려 우리의 긴장완화 노력도 가시적 성과를 기대할 수 있는 것이다.
Abstract
This paper explores to identify barrier factors on reduction of military tension between Seoul and Pyongyang, and to prove that such factors mainly originate from North Korea, by reviewing Pyongyang's position on some tension reduction issues and by examining the relationship between tension reduction and the Pyongyang regime's characteristics. According to the results of this study, it is found that from the past up to now Pyongyang's basic policy toward Seoul has inherently shown as hard-line position and hostile perception due to its political and ideological structures based on an absolute one-man dictatorship. From this analysis the author feels that if key barrier factors of tension reduction remain within the North and Pyongyang adheres to its current system, then the South would hardly expect to reduce military tension. Therefore, Seoul should seriously re-evaluate whether it maintains its policy toward Pyongyang which does not promote fundamental change of North Korea such as adopting reform/openness, lessening its military threat, improvement of its humanitarian issues, change of its hard-line policy, etc. Seoul's policy should be focused on removal of major barrier factors within North Korea on tension reduction by making strategic environment favorable to inevitable change of Pyongyang's political and ideological systems.
