우리나라의 부패방지 정책들은 정권의 필요에 따라 정치적인 구호 차원의 상징적인 성격을 띠는 경우도 있었지만 적발･처벌 위주의 사후적 부패통제 정책에서 사전 예방적인 부패방지 정책으로 진화･발전하였다. 하지만 부패방지법･제도의 집행에 대한 체계적이고 실증적인 연구는 거의 전무한 실정이다. 이에 본 연구에서는 부패방지 정책집행에 영향을 미치는 집행변수를 일반적인 정책집행 영향요인과 부패방지 정책집행의 특수성을 고려하여 도출하였다. 집행변수인 정책내용, 총괄기관과 집행조직의 관계, 집행조직, 정책대상 집단, 정책환경이 정책효과에 미치는 영향을 실증적으로 분석하였다. 분석결과 정책내용, 총괄기관과 집행조직의 관계 그리고 정책대상 집단 관련 변수가 유의미한 영향을 미치는 것으로 나타났다. 정책의 효과성을 높이기 위해서는 정책내용의 현실성을 제고함과 동시에 부패실체에 접근하기 위한 정책수단을 확보하기 위한 노력을 병행해야 한다고 생각된다. 총괄기관과 집행조직의 관계는 내생변수적인 성격을 띠는 것으로 효과적인 의사전달을 위한 노력과 인센티브 부여 등 집행지원을 강화하면 정책효과가 제고될 수 있을 것으로 판단된다.
Abstract
This research focuses on identifying success factors of anti-corruption policy implementation. To that end, it has reviewed the academic theories on policy implementation and the feature of implementation of anti-corruption policy. It selected independent variables such as policy content, relationship between superior and executive organs, target group of the policy and policy environment . These factors have been empirically analyzed through questionnaires. This study hypothesized independent variables will have a positive influence on policy effectiveness. However, it turned out that the target group of the policy had a negative influence. This indicates that respondents think that to enhance the policy effect, it is better to raise the policy awareness and to make efforts to change its behavior. The size of total effect of the executive factors was order of policy content, relationship between superior and executive organs. But the total effect of the two did not differ significantly. The research provides two implications on corruption prevention policy. First, the content of the policy should be more realistic. Second, it should be useful to increase advice, consultation, motivation to the executive organs in implementing the policy.
