러시아와 베트남 양국은 장기간 우호적인 협력관계를 유지해 왔다. 러시아에게 베트남은 동남아시아 시장 진출을 위한 교두보이자 지역 안보에 영향력을 미칠 수 있는 수단이다. 베트남은 러시아를 통해 남중국해 분쟁의 조정자 역할과 경제적, 특히 에너지 부문에서의 협력을 기대하고 있다. 현재 양국 관계의 첫 번째 핵심은 군사·안보 분야인데, 이는 양국 협력의 근간을 이루어왔으며 러시아의 군사기술과 무기를 베트남에 이전 또는 판매하는 형태로 지속되고 있다. 둘째는 통상분야이며 러시아가 주도하는 EAEU와 베트남간의 FTA 체결을 통해 교역 및 투자가 활발히 전개되고 있다. 셋째는 베트남의 주요 에너지 개발에 러시아가 적극적으로 참여하는 방식의 에너지 협력이다. 최근의 우크라이나 전쟁으로 양국 관계는 군사적, 대외관계 측면에서 다양한 우려를 낳고 있으나 당분간 굳건한 관계를 흔들만한 요인은 없다고 평가된다.
Abstract
For a long time, both Russia and Vietnam have maintained a friendly cooperative relationship. For Russia, Vietnam is a bridgehead to enter the Southeast Asian market and a means of influencing regional security. Vietnam is looking forward to Russia as a mediator in the conflict in the South China Sea and cooperation, especially in the economic and energy sectors. Currently, the first key area of relations between two countries is military and security, which has been the basis of bilateral cooperation. The second is the trade sector, and trade and investment are being actively developed through the Russian-led FTA signing between EAEU and Vietnam. The third is energy cooperation in a way that Russia participates in Vietnam’s major energy development. The recent war in Ukraine has raised various concerns in terms of military and economic relations between two countries, but, it is evaluated that there are no factors that can shake the solid relationship for the time being.
