Abstract

This paper, after reviewing various perspectives on Russia-China relationship, sheds light on the changing patterns of the two countries since the outbreak of the Russia-Ukraine War. Basically, China has been maintaining a ‘benign neutrality’ toward Russia’s invasion of Ukraine in 2022. While agreeing with Russia’s security concerns caused by NATO’s expansion, China did not extend an explicit support for Russia’s invasion of Ukraine. Beijing was opposed to the imposing of economic sanctions measures against Russia by the western countries, Yet China did not live up to Russia’s expectation in terms of economic cooperation taking a risk of deteriorating its relationship with the west in case of violating such sanction measures. And faced with strong warnings from the west, China was hesitant about delivering lethal weapons and strategic materials that Moscow desperately needed. Nevertheless, owing to a large volume of exports of Russian oil and gas to China, trade between Russia and China has dramatically increased in the aftermath of the war. Meanwhile, bogged down in the war in Ukraine Russia became less involved with the post-Soviet space. Under such circumstances, China has been astute enough to fill the geopolitical vacuum by promptly approaching Central Asian countries. On the whole, Russia and China strengthened their strategic partnership with anti-west rhetoric. At the same time the Russo-Ukrainian war exposed divergent interests of the two countries, making the bilateral relationship even more asymmetric. In the final analysis, it seems that the relations between Moscow and Beijing since the war in Ukraine fall short of the level of alliance or semi-alliance, basically characterized by a ‘pragmatic cooperative relationship.’
