Abstract
This study analyzes the drivers, expected benefits, and limitations of energy cooperation between Russia and ASEAN (Association of Southeast Asian Nations). Following the Ukraine war, Russia faces an urgent need to diversify its energy export markets due to reduced European reliance on Russian energy and economic sanctions. In this context, ASEAN has emerged as a strategic partner for Russia, while ASEAN views collaboration with Russia as a way to address its rapidly growing energy demand and diversify its energy imports. The paper focuses on the following key points: first, the structural limitations of Russia’s energy industry due to its dependence on European markets and the potential opportunities in ASEAN; second, the rapid economic growth in ASEAN, which has led to soaring energy demand and challenges in energy security; third, the potential for mutual economic and geopolitical benefits through energy cooperation between Russia and ASEAN; and finally, the inherent challenges and obstacles to achieving sustainable and practical collaboration. In conclusion, the study highlights that energy cooperation between Russia and ASEAN presents a critical opportunity to achieve their respective economic and geopolitical objectives. However, the success of such cooperation depends on the alignment of strategic intentions and coordinated policies among the participating nations.
