「로동신문」분석을 통한 북한 ‘노동당’의 “지방발전 20×10 정책”의 목표와 사상, 경제 효과

본 연구는 2024년 1월 개최된 최고인민회의 제14기 10차 회의 시정연설을통해 발표된 북한의 “지방발전 20×10 정책”의 가시적, 비가시적 목표와 애국주의, 정책에 의한 경제효과와 한계를 2023년 12월 18일부터 2024년 7월25일까지 뺷로동신문뺸을 토대로 분석하였다. 지방발전정책은 당의 철저한 계획하에 시·군당 위원회가 하부조직이 되어 당의 결정 사항을 철저하게 집행하여야 하는 구조적·법적 토대 아래 진행되고 있었고, 정책은 농촌발전계획의 살림집 건설과 함께 5개년 계획 완수를 구조적으로 속도전, 살림집을 통한 물적유인이라는 두 보완책으로 뒷받침하는 형태를 취하고 있었다. “지방발전20×10 정책”은 북한 정치, 사상의 속도전이자 애국주의 깃발 아래 체제 공고화를 위해서는 전통적인 방향을 고수하고 있으나, 그로 인한 경제효과의 부작용은 과거와 마찬가지로 정책이 진행됨에 따라 북한경제가 떠맡아야 할 새로운부족 문제로 부상할 위험도 내재한다. 외부 유입의 제한으로 부족한 자립적으로 내부 충당할 경우 발생하는 피로도, 한정된 자원의 분배, 많은 건설로 인한에너지의 과도한 수요는 위험요인이다. 이러한 부분을 극복하려면 북한은 가시적인 성과보다 근본적인 필요조건 개선의 선행이 필요하다.
Abstract
Based on analysis of relevant articles published in the Rodong Sinmun from December 18, 2023 to July 25, 2024, this study examines the visible and invisible goals and ideology, as well as the economic effects and limitations, of North Korea’s “regional development 20×10 policy” announced at the 10th Session of the 14th Supreme People’s Assembly (SPA) held in January 2024. This policy is being implemented under structural and legal foundations in which city and county party committees are subordinate organizations that must thoroughly execute the Party’s decisions based on the Party’s comprehensive plan. The policy takes the form of supporting the completion of the five-year economic plan with the construction of housing units in the rural development plan and the two complementary measures of speeding up the process and providing material incentives through housing units. The 20×10 policy is a speed battle of North Korean politics and ideology stuck in the tradition of consolidation of the system under the flag of patriotism, with the side effects of the resulting economic impact also posing the risk of new shortage problems emerging that the North Korean economy will have to take on, as it has in the past, depending on the progress. The risk factors are the fatigue caused by continuing to internally supplement insufficient resources due to restrictions on external inflow, the dispersion of limited resources, and the excessive demand for energy due to extensive construction. To overcome these, North Korea needs to improve its fundamental prerequisites before achieving visible results.
