본 논문은 현재 우리나라 지방자치단체의 건전성 문제를 여러 지표로 살펴보고, 그에 따른 문제점을 파악한 후에 건전성 제고방안을 제시하는 데 그 목적이 있다. 이를 위해 세출입 현황, 재정자립도, 지방채무 잔액 및 채무비율, 사회복지비 비중 등의 지표를 사용하였다. 분석결과 세출 증가와 세입감소, 계속 감소하는 재정자립도, 높은 채무 비율 및 사회복지비 등의 문제가 나타났다. 이런 문제를 해결하기 위해서는 무엇보다도 중앙정부와 지방정부 역할의 재정립이 필요하다는 것을 전제로 지방세입 감소 원인의 제거, 지방재정분석ㆍ진단제도의 보완ㆍ수정, 그리고 지방정부의 재정운용의 효율화 및 감시체제 확립을 위한 방법으로 지방의회의 예산심의 및 결산기능 활성화, 투융자심사제도의 강화 및 주민참여예산제도의 활성화 등을 제시하였다.
Abstract
The purpose of this study is to suggest the reforms for raising the soundness of local finance. To do that, this study uses four indicators to analyze the current local financial situation: trend for local revenue and expenditure, degree of financial independence, amount and ratio of local debt and ratio of social expenditure. Results of analysis show increasing expenditure and decreasing revenue, decreasing financial degree of independence, high debt and social expenditure ratio to total budget. Therefore, this study suggests removal of causes of decreasing local revenues, complement and modification of system for local financial analysis and diagnosis and strengthening role of local assembly and NGOs
