최근 연구들은 그동안 한국 유권자들의 정치적 양극화가 심화했다는 것을 시사한다. 그리고 이러한 변화는 유권자들의 정부에 대한 신뢰에도 영향을 미쳤을 가능성이 크다. 이 연구의 목적은 21세기 이후 한국 유권자들의 정부에 대한 신뢰가 양극화되었는지 살펴보고, 효과적인 거버넌스의 측면에서 이러한 변화가 갖는 함의를 분석하는 것이다. 분석 결과, 21세기 이후 한국 유권자들의 정부에 대한 신뢰는 당파적으로 양극화된 것으로 나타났다. 즉, 양당 지지자들의 역대 정부에 대한 신뢰와 평가의 차이가 그동안 확대된 것이다. 또한 이러한 정부 신뢰의 당파적 양극화는 효과적인 거버넌스를 어렵게 만들 가능성이 크다. 구체적으로, 유권자들의 정부에 대한 신뢰가 높을수록 이들의 정당일체감이 주요 정책에 대한 선호에 미치는 영향은 약해졌다. 즉, 정부에 대한 신뢰가 정책 선호의 당파적 편향을 감소시킴으로써 정책 이슈에 대한 정치적, 사회적 합의의 형성 가능성을 높이는 것이다. 종합적으로, 이 연구는 21세기 들어 한국 유권자들의 정부에 대한 신뢰가 양극화되었으며, 이러한 변화가 주요 정책에 대한 사회적 합의의 형성 가능성을 낮춤으로써 효과적인 거버넌스를 어렵게 만들 수 있다는 것을 시사한다.
Abstract
Recent studies suggest that political polarization among Korean voters has increased. These changes are likely to have influenced Korean voters’ trust in government. The purpose of this paper is to empirically examine whether Korean voters’ government trust has been polarized and investigate it’s implications on effective governance. The results show that government trust has in fact been polarized among two largest Korean party supporters since 21st century, That is, the difference in government trust between the partisans has significantly increased. Also, these changes are likely to make effective governance in Korea more difficult. Specifically, the effect of party identification on voters’ policy preference became weaker as the level of government trust increased. That is, government trust can reduce partisan bias in policy preference and thus make it easier for social consensus on major policy issues to emerge. Overall, these results suggest that partisan polarization in government trust has increased since 21st century, which is likely to make effective governance difficult in Korea.
