민주화 이후 각종 설문조사를 통해 국회에 대한 신뢰도가 정부나 사법부에 비해 심각하게 낮은 현상이 지속적으로 발견되었다. 이 연구는 국회에 대한 신뢰도가 유독 낮은 현상과 국회 불신이 정당 간 갈등 심화 현상과 관련이 있다는 이론적 논의에 주목하였다. 선행 연구결과를 보면 국회 불신은 정당지지 성향과 무관하게 의회과정 전반에 대한 국민의 실망일 수도 있는 한편, 다수당의 독주에 대한 야당과 무당파 유권자들의 불만일 수도 있어서 논란의 여지가 있다. 이글에서는 정당지지 성향이 국회 불신에 미치는 영향을 보는 상반된 두 입장에 대해 경험적으로 분석하였다. 또한 정당지지 성향이 국회와 정부에 미치는 영향력이 다를 경우를 상정하여 신뢰도 차이를 설명하였다. 분석 결과, 국회에 대한 신뢰도는 특정 정당 지지와는 상관이 없는 것으로 나타났는데 국민들에게 국회가 여야 없이 싸움을 일삼는 정당들의 모임으로 인식된다는 주장이 경험적으로 검증되었다고 볼 수 있다. 정부 신뢰도에 대해서는 집권당인 새누리당 지지자는 정부를 신뢰하고 그렇지 않은 사람들은 불신하는 경향으로 양분되었다. 정부를 신뢰하는 새누리당 지지자들이 새누리당이 다수당인 국회는 불신하는 것으로 나타났다. 이런 연구결과를 통해 국회 불신이 정부에 비해 상대적으로 높은 것은 새누리당 지지자들의 신뢰 수준 차이에서 기인하며, 학자들이 주장한 것처럼 치열한 당파 싸움을 벌이며 파행적으로 운영되는 국회에 대해 국민들은 당파성을 떠나 실망하고 있음을 알 수 있다.
Abstract
Many surveys reveals that, compared to government and courts, trust in National Assembly has been extremely low in Korea after the 1987 democratization movement. While it has been an major political and social issue, only a few have studied about it empirically in Korea. There are some studies discussed the main reason of low level of trust in terms of increasing partisan polarization within the National Assembly. Under the polarized circumstances, policy-making activities would be occurred mostly followed by party lines and major party may have more chance to win. So it is expected polarized level of trust between party supports of major party and others. However, there is little difference founded between major party supporters and others. It suggests even major party supporters do not show trust for polarized Korean National Assembly.
