초록

This study aims to develop assessment indicators for evaluating the capabilities of private actors in neighborhood regeneration, addressing the lack of systematic evaluation frameworks that hinders project continuity in Korea. Although neighborhood regeneration is promoted as a sustainable, community-led alternative to large-scale redevelopment, the absence of objective criteria for private operators has limited its practical effectiveness. By analyzing domestic systems and benchmarking overseas models like Japan’s Urban Regeneration Promotion Corporations and the UK’s CICs, this research derived diagnostic indicators across organizational capacity, business capability, and publicness. An Analytic Hierarchy Process (AHP) survey involving public officials, support center staff, and social economy practitioners revealed that 'organizational and business competency'—particularly market competitiveness and financial stability—is prioritized over 'publicness.' Based on these findings, the study proposes a multidimensional indicator system applicable to certification and policy support. This framework serves as a practical tool for local governments to select capable private actors, ultimately contributing to strengthening the institutional foundation and ensuring the sustainable management of urban regeneration projects.
