The purpose of this study is to analyze the difference of recognition between local residents and experts about the importance of the activation factors of residential regeneration type urban regeneration New Deal project in Incheon Metropolitan City. The analysis method used in this study is Analytic Hierarchy Process(AHP). As a result of analyzing AHP of the priority of the activation factors of all 16 subcriteria, the deviation of the importance is 0.005~0.06. Various factors show the need to operate in an integrated and organically. Residents groups emphasized the importance of various economic supports to create local jobs and respond to nesting, while expert groups emphasized software such as active participation and empowerment of residents rather than economic regeneration and physical regeneration, where policy effects can appear immediately. The social regeneration field was found to be an important factor, indicating that there is a difference in the level of recognition of the activation factors between the two groups. First of all, it should be promoted so that economic and social regeneration complement each other, and it can be practically helpful to the residents and show the results of policy implementation.
