Abstract
This study examines the documentary K-NUMBER as a case to analyze the impact of record absence on the identity formation and rights protection of Korean adoptees, and to identify the ethical and legal issues inherent in the management of personal information and metadata within digital archive environments. In particular, it critically explores the structural limitations of using the K-number as the sole official identifier, and presents theoretical and institutional tasks for achieving a balanced reconciliation between the right to know of data subjects and the protection of personal information. Furthermore, through a comparative analysis of domestic and international laws, policies, and record management practices, the study proposes institutional and technological improvements to enhance the transparency and accountability of adoption records.
