Abstract

The Taesil (Royal Placenta Chambers) of the Joseon Dynasty represent a significant form of cultural heritage with considerable potential for a variety of uses. However, many of these sites were damaged or neglected during the Japanese colonial period, complicating efforts to restore and preserve them. As such, there is a critical need for comprehensive historical research, field surveys, archaeological excavations, and the restoration of individual Taesil sites. Furthermore, preservation efforts should be grounded in the principle of sustainable use of cultural heritage sites. This study explores practical strategies for preserving and managing Taesil sites within the current framework of laws and institutional systems. The research emphasizes the collaborative role of six local governments, and proposes the following actions: (1) registration and protection of Taesil remains as burial heritages under existing legal frameworks; (2) designation of currently unregistered Taesil sites as national, municipal, or provincial heritages; (3) acquisition of land containing Taesil sites; (4) designation and management of Taesil as local cultural heritages; and (5) education and public awareness campaigns aimed at engaging local co㎜unities in restoration efforts. A key issue to have been identified is that even designated heritage Taesil sites have often been restored without sufficient consideration for the principles of authenticity and integrity. Therefore, local governments should first review the relevant legislation and ordinances in order to develop effective protection measures. This should be followed by rigorous historical research, properly planned restoration projects, and procedures for designating Taesil sites as national heritages, with the ultimate aim of supporting their sustainable use and preservation.
