본 연구는 한국의 복합상업단지개발 사업이 지향해야할 협력적 요소를 밝히기 위해 영등포 타임스퀘어와 송파구 가든파이브 사업을 비교 분석하였다. 주된 연구 분석틀은 Ansell & Gash(2008)의 협력적 거버넌스 모형을 한국의 실정에 맞게 재조정한 모형이다. 첫째, 사업 진행과정에서 ‘이해의 공유’가 협력적 거버넌스 작동과 사업의 양상에 결정적인 영향을 미친다는 것이다. 둘째, 상업단지개발을 위한 협력적 거버넌스 구축에 필요한 요소로 민관협력에 주목할 필요가 있다. 하지만 사회적 측면에서 두 사업 모두 많은 한계를 보였다. 타임스퀘어의 경우 인근상인과 집창촌 여성들의 거센 반발, 지역내 교통 혼잡 등과 같은 사회적 문제를 초래하였다. 그리고 가든파이브도 영세 상인과 청계천 상인의 재산권을 제대로 보전해주지 못했다는 점에서 큰 한계가 있다. 즉, ‘민관협력’이냐 ‘공공 혹은 민간 주도’이냐에 따라 도시거버넌스 형태와 운영상의 차이를 만들어 낼 수 있다는 것이다.
Abstract
This study aims at providing policy implications for building effective collaborative governance system, applying collaborative governance model improved from Ansell and Gash’s one. This study focuses on Korean urban development project cases: Garden5 in Songpa-gu as failure case, and Times Square in Yungdeungpo-gu as success case. Comparison of the two cases allows us to figure out what main factors result in success or failure in development projects. Analyzing the two cases, we examine the different patterns of collaborative governance in government-led, and private-led projects, and what factors lead the projects to success. Through the results derived from this study, we suggests critical implications useful for development projects. First, the main factor affects the operation of collaborative governance and project success or failure decisively is ‘shared understanding’. Second, we need to take note of Public-Private Cooperation as another factor required to construct collaborative governance in urban development projects.
