이 논문의 목적은 한국 행정학과 미국 행정학의 연구 범주에 대한 비교를 통해 ‘학문적 특수성’의 구현이란 측면에서 한국 행정학이 이룬 진전을 분석하는 것이다. 이를 위해 첫째, 한국 행정의 특질을 제시하고 이러한 특질이 행정학 연구의제 설정에 지니는 함의를 분석하였다. 둘째, 발전된 혹은 토착화된 한국 행정학이 무엇을 연구하고 있을지에 대한 가설을 설정하고 검증하였다. 이러한 가설은 한국 행정학과 미국 행정학의 연구범주를 대비시키는 방식으로 제시하였다. 그리고 셋째, 한국 행정학과 미국 행정학의 연구범주가 왜 상이한 지를 분석하고, 한국 행정학의 발전을 위해 이 분석결과가 지니는 함의를 제시하였다. 보다 구체적으로 이 연구는 한국행정학보와 미국행정학보에 나타난 행정학 연구의 수직적, 수평적, 그리고 가치적 범주를 시각(perspective)과 대상(object)라는 지식사회학적 관점에서 분석하였다. 한국의 행정학은 연구주제의 수평적 범주와 가치적 범주에 있어 미국의 행정학과 적지 않게 다르다. 그리고 수직적 범주의 측면에 있어서도 한국의 행정학은 행정의 전략적 및 제도적 수준에 대한 연구를 소홀히 하고 상대적으로 운영 수준에 대한 연구에 집중하는 경향이 있다. 특히 한국의 행정학은 미국의 행정학에 비해 중간관리층을 대상으로 한 연구의 비중이 작다.
Abstract
This study compares areas of public administration(PA) research in Korea and the U.S., and analyzes the state of the Korean PA discipline terms of its progress in theorizing on Korean peculiarities. To achieve this research objective, it first investigates peculiarities of Korean public administration and their implications for PA research agenda setting. Second, it establishes hypotheses on 'proper research areas' that a well-developed Korean PA discipline should better be focusing on in comparison with the U.S. PA discipline. And third, this study analyzes why the research areas of the Korean PA discipline differs from those of the U.S. PA discipline, and tries to extract its implications for further development of the Korean PA research. It has turned out that the Korean and U.S. PA researches significantly differ in terms of their thematic areas and value premises.
