본 연구는 도쿄 워터프런트 지역의 개발 방향과 과제를 공간 전환과 거주지화라는 관점에서 통시적으로 고찰하였다. 일본 도시 워터프런트 개발의 시대적 배경과 정책 변화에 따라 시기를 구분하고, 이를 바탕으로 도쿄 워터프런트 지역의 개발 과정을 분석하였다. 특히 1990년대 이후 거주지화가 본격화된 시점부터 공동 주택의 연면적과 인구 구조 변화를 통계적으로 분석하여, 워터프런트의 거주 환경 변화와 수변의 역할을 조명하였다. 연구 결과, 첫째, 도쿄 워터프런트 지역은 개발자 중심에서 벗어나 이용자, 즉 거주자의 입장을 반영한 개발이 필요함을 확인하였다. 둘째, 공동 주택 거주자들은 수변에 대한 관심이 높아지고, 수변을 일상적으로 활용함에 따라 풍부한 일상생활을 영위할 수 있는 수변 환경의 정비가 요구된다. 셋째, 거주 인구는 청년 세대에 편중되어 있으나, 고령화가 빠르게 진행되고 있어 세대 구성의 불균형이 우려된다. 향후에는 다양한 세대의 요구를 반영한 균형 잡힌 거주 환경 조성이 필요하다. 본 연구는 도쿄 워터프런트 사례를 통해 국내 워터프런트 지역 개발에도 실질적 시사점을 제공하며, 세대별 거주 환경 개선 방안 마련의 중요성을 제시한다.
Abstract
This study examines the development directions and challenges of the Tokyo Waterfront area through a diachronic lens, focusing on spatial transformation and residentialization. By classifying historical periods and tracing policy shifts in Japan’s urban waterfront development, this study analyzes the evolution of the Tokyo Waterfront. Since the 1990s, statistical analyses of changes in apartment floor area and population structure have been employed to highlight transformations in the residential environment and the role of the waterside. The findings yield three key insights: (1) future development should shift from a developer-centered model to one that prioritizes residents’ perspectives; (2) apartment residents show increasing interest in the waterside and integrate it into their daily lives, underscoring the need for accessible and well-designed waterfront environments; and (3) while the residential population remains concentrated among young adults, rapid population aging raises concerns about generational imbalance. Accordingly, fostering a residential environment that accommodates the needs of diverse generations is essential. This study offers practical implications for waterfront development in Korea and highlights the importance of generation-sensitive strategies to enhance residential environments.
