한반도 문제의 평화적 해결, 미래지향적 공존을 국내 정치적으로 합의해 나가고 주변국을 포함한 국제 정치적 지지와 협력을 얻어나가는 과정은 대내외 다양하고 중층적인 대화에 기반한 외교 전략을 필요로 한다. 이러한 한반도 전략구상에서 국내 사회적 균열, 논쟁을 대변하고포괄하는 공론장이자 행정부가 구별되는 제도적 특징을 갖는 기관으로서 국회는 독자적인 외교적 역할을 넓혀갈 필요가 있다. 국민들의 평화와 안전, 복지에 중요한 영향을 미치는 남북 관계, 한반도 평화 의제와관련해, 국내 다양한 정치, 경제, 사회, 문화적 균열을 반영하고 포괄적인 국민적 합의를 도출하는 민주적 대표기관인 국회의 역할은 민주성제고뿐 아니라 효과성, 지속가능성 차원에서도 강조되어야 한다. 본 연구는 국회발 한반도 미래 전략의 필요성을 전제하면서 중장기 미래 전략의 시각에서 한반도 문제 해결에 대한 국회의 독자적 이니셔티브를강조하며, 국회가 관심을 가져야 할 중장기 의제의 하나로 한반도 군비통제에 초점을 맞춘다. 한반도 군비 통제에 대한 국회의 의제화와 관련해 본 연구는 행정부와 차별화된 국회의 시각과 함께 최근 한반도 군비통제를 둘러싼 환경을 분석하고 향후 입법 방향을 타진한다.
Abstract
Peacefully resolving issues on the Korean Peninsula, agreeing on future-oriented coexistence domestically and politically, and obtaining international political support and cooperation, including neighboring countries, requires a diplomatic strategy based on diverse and multi-layered dialogue at home and abroad. As a public forum that represents and encompasses domestic social cracks and debates and an institution with institutional characteristics that distinguish the administration in these strategic initiatives on the Korean Peninsula, the National Assembly needs to expand its diplomatic role. Concerning inter-Korean relations that have an essential impact on the peace, safety, and welfare of the people and the peace agenda on the Korean Peninsula, the role of the National Assembly, a democratic representative body reflecting various political, economic, social, and cultural cracks in Korea and drawing a comprehensive national consensus, should be emphasized not only in enhancing democracy but also in terms of effectiveness and sustainability. The study emphasizes the National Assembly's independent initiative in solving the Korean Peninsula from the perspective of a mid- to long-term future strategy, assuming the need for a future strategy on the Korean Peninsula from the National Assembly, and focuses on arms control of the Korean Peninsula as one of the mid- to long-term agendas that the National Assembly should pay attention to. Regarding the National Assembly's agenda on arms control on the Korean Peninsula, the study analyzes the environment surrounding arms control on the Korean Peninsula. It examines future legislative directions, along with the perspective of the National Assembly, which is differentiated from the administration.
