Abstract

This paper attempts to evaluate changes and achievements, at the first anniversary of 4·27 Panmunjum Declaration, regarding the denuclearization and arms control on the Korean Peninsula since early 2018. It also identifies major works to be done and seeks for new approaches to further positive developments. The evaluation and homework identification are reviewed in such areas as the top-down negotiation framework, actions taken, the definition and road-map of the denuclearization, the role of South Korea. Suggested new approaches include establishing ‘South-North Working Group’ to help improve the role of South Korea as one of the major stake-holders. To ease the sanctions imposed on North Korea a much closer cooperation between the two Koreas will be needed in addition to the North Korea-US negotiations. Arms control between the two Koreas is essential to the development of their general military relation, which must in turn help advance the denuclearization and peace process. Some arms control principles are proposed considering the unique inter-Korean relation, such as separation, parallelism, cooperation, and integration. The benefits of North Korean accession to international arms control regimes and the importance of enduring ROK-US alliance are also pointed out.
