에티오피아 교육과 경제발전 간 연계: 한국 산업화 경험의 맥락에서 진단한 현황과 과제

초록

이 논문에서는 에티오피아 교육 현황을 검토하여 교육과 경제발전 간 연계의 관점에서 문제를 진단하고 한국 산업화의 경험을 기초로 에티오피아의 교육과 경제발전 간 연계 강화를 위한 과제를 도출하였으며, 이를 바탕으로 에티오피아 교육부문에 대한 한국 교육개발협력 의제 개발을 위한 시사점을 추출하였다. 교육을 경제발전의 원동력으로 활용하려는 에티오피아 정부의 강한 의지와 투자 덕분으로 에티오피아 교육은 괄목할만한 성취를 이루었다. 그럼에도 불구하고, 교육의 각 부문은 정부의 의도와는 달리 산업화 전략과 상당한 괴리를 보이고 있다. 한국 산업화 시기 경험에 비추어 볼 때 교육과 경제발전 간 연계를 강화하기 위해서는 기초교육의 완성률과 성인문해율을 높이고, TVET을 집중 육성하며, 고등교육 확대의 속도 조절과 산업수요와의 연계를 강화할 필요가 있다. 이와 같은 과제 수행의 지원 맥락에서 한국 경험의 공과 과를 모두 공유할 수 있는 대(對) 에티오피아 교육개발협력 의제로서 초‧중등 교원 양성 및 재교육, 해방 직후 정부 주도의 성인 비문해 퇴치 사업과 최근의 농촌 지역 문해교육, 1970년대 기능인력 양성 정책, 과학기술 특성화 대학의 설립․운영, 고등교육정원 정책, 고등교육 발전 과정에서 사학의 역할, 산학협력, 1970년대 공과대학 중심의 고등교육 특성화 정책과 국가연구기관 중심의 연구개발 정책 등을 제시하였다.

Abstract

This study examined the current status of education in Ethiopia and explored its problems from the perspective of the link between education and economic development. Further this study discussed tasks for strengthening this link on the basis of Korean experience of industrialization and suggested agenda for Korea-Ethiopia educational development cooperation to support these tasks. Ethiopia has achieved remarkable educational growth by virtue of the government’s strong will to use education as the driving force of economic development. Nevertheless, the educational sector has not been congruous with the government’s industrialization strategy in a number of aspects. Ethiopian government needs to raise the completion rate of basic education and the adult literacy level, to intensively develop TVET, and to adjust the pace of higher education expansion and strengthen its link with industrial demand. As major agenda for sharing Korea’s experience of the link between education and economic development in the respect of both merits and demerits, the study suggested teacher education and training; illiteracy elimination policies initiated by the government after liberation and recent literacy education in rural areas by community centers; policies of TVET implemented during the 1970s; establishment and operation of universities specialized in science and technology; college enrollment quota policy; the role of private universities in the development of higher education; university specialization policy during the 1970s that was actually failed; industry-university cooperation; and government research institute-centered R&D policies during the 1970s.
