Abstract
[Purpose] This study aimed to analyze the structural changes and linguistic characteristics of the Information and Communication Technology curriculum across the 2009, 2015, and 2022 national curriculum revisions. [Method] The study compared curriculum goals, domains, and core concepts (or core ideas) for each revision period and conducted text mining to examine word frequency and semantic network structures. A Python-based morphological analyzer was employed, and the Louvain algorithm was used to detect community clusters. [Results] The analysis revealed that the Information and Communication Technology curriculum has shifted from a “device-use orientation” to an emphasis on “digital society ethics and values.” The domain structure evolved from a functional focus to an integrated, value-oriented organization, and in the 2022 curriculum, “digital,” “artificial intelligence,” “ethics,” and “culture” emerged as central concepts. [Conclusion] Over time, the curriculum has become more sophisticated, moving its focus from practical technology skills toward digital citizenship centered on digital, AI, ethical, and cultural competencies. Accordingly, instructional design and evaluation in special education should cultivate responsible digital citizenship alongside technical proficiency, strengthening integrated competencies and information ethics education based on core ideas.
