본 논문은 세월호 참사 이후 한국의 긴급신고 체계가 경찰·소방·해경의 시스템을 그대로 유지한 채 통합·연계되어제도적·구조적 한계를 안고 있으며, 신속한 대응과 골든타임 확보에도 상당한 어려움이 있음을 지적한다. 이에 성공적인 해외 모델 사례를 바탕으로 신고번호의 운영 방식과 통합상황실의 운영현황을 분석하여, 단일번호 체계와통합상황실 도입 등 근본적인 시스템 개편의 필요성을 제기하고, 우리나라가 구축해야할 '국민체감형 차세대 긴급신고 체계 모델'을 제시하고, 기대효과와 더불어 문제점 및 극복 방안에 대해 검토한다.
Abstract
This paper points out that, since the Sewol ferry disaster, Korea’s emergency reporting system has been integrated and linked while retaining the separate systems of the police, fire services, and coast guard, thereby carrying institutional and structural limitations. These limitations have posed significant challenges to rapid response and the securing of the golden hour. Drawing on successful overseas models, the study analyzes the operation methods of emergency numbers and the current status of integrated control centers. It then raises the necessity for a fundamental reform of the system—such as the adoption of a single-number system and integrated control centers—proposes a “A Study on a Next-Generation Emergency Reporting System Model for Public Experience” to be established in Korea, and examines the expected benefits as well as potential challenges and their solutions.
