세월호 사고이후 재난안전 개선정책의 일환으로 긴급신고전화의 통합작업이 진행 중이다. 본 연구는 우리나라 긴급신고전화 시스템 분석을 토대로 긴급신고 체계 개선방안을 제시하였다. 현재 국내에는 8개의 공식적인 긴급신고전화가 있으나, 이외에도 21개 이상의 긴급성 신고전화들이 난립하고 있는 상황으로, 이에 따른 복잡한 신고체계의 개선이 요구되고 있는 상황이다. 긴급전화시스템 분석을 위한 전제로서, ‘긴급’ 및 ‘긴급번호’의 개념을 분석하고, 현행 시스템의 문제점이 분석되었다. 신고전화 통합의 기본방향은 첫째, 신고의 편의증진, 둘째, 위기대응 역량강화, 셋째, 정책의 실현가능성으로 제시되었다. 이러한 기준에 따라 재난․범죄의 이원화 통합방식(1안)과 미국식 단일번호 방식(2안)으로 긴급신고전화의 통합모델을 제시하였고, 그 장단점을 비교분석하였다. 2016년 현재 정부에서는 1안을 공식 통합모델로서 채택하고 정책을 추진 중이다. 본 연구에서 제시된 분석모델을 토대로 향후 정책의 효과성을 분석하는 후속적 연구가 요구된다.
Abstract
Since the Sewol incident, there has been an effort to integrate the emergency numbers in Korea as one of the improvement plans for disaster and safety. Based on the analysis of the emergency numbers in Korea, this study makes suggestions to improve the emergency numbers. Currently, there are eight official emergency numbers and 21 additional numbers to report urgent matters which make the emergency response system more complicated. Suggestions for the integrated emergency response system are made as follows: making the ways of reporting more convenient; strengthening abilities of responding crisis; and making policies feasible. Accordingly, this study suggests two different models of emergency reporting lines: an integrated method for dual systems of disaster and crime and American integrated number method, and compares the advantages and disadvantages of the models.
