현재 초중등학교에서 이루어지고 있는 학교평가의 주요 문제점은 학교 책무성에 대한 인식의 결어에서 기인한다는 점에 착안하여, 이 글에서는 학교책무성 장치로서 학교인증평가를 한국적 상황에서 적용이 가능한지에 대하여 탐색하였다. 이를 위해 외국에서 시행되고 있는 학교인증평가의 유형과 효과를 검토해보고, 이러한 유형들이 우리나라에 적용하는 데에 작용하는 주요 난점들을 제도적 측면과 사회적 측면, 그리고 문화적 측면과 기술적 측면으로 구분하여 분석하였다. 그리고 이러한 분석을 바탕으로 학교인증평가의 적용 가능성을 책무요구 수준별로 나누어, 교육인적자원부에 의한 우수학교 인증프로그램과 시도교육청이 주관하는 학교수준 인증프로그램, 그리고 비정부조직인 교육단체 및 학교협의체에 의한 회원학교 인증프로그램 등을 검토하였다.
Abstract
This article looks at approaches to the evaluation of school performance mainly focused on accountability in Korea. The objective is not only to analyze at the different methods of school accreditation programs in foreign countries, but to look the applicabilities in our country, and the strength and weakness of that methods. A further aim is to identify the function of school accreditation program in order to draw out the implications for policymakers.The researcher examines the typology of school accreditation programs, which can broadly divided into three categories: Ministry of Education, Office of Education, and School's association. These are not of course mutually exclusive but one or the other tends to take precedence in the thinking of policy makers.
