한국의 초 ․ 중등교육 책무성 정책에 관한 비판적 고찰

초록

현재 실행 중인 학교평가정책, 교원능력개발평가정책, 시․도교육청평가정책, 국가수준학업성취도평가정책들은 교육계 내부의 자발적 요청에 의한 교육내적 논리로 추진되기 보다는 교육계에 대한 학부모의 불신과 교육경쟁력 강화라는 국가적 필요에 의해 주로 교육부관료들에 의해 의제화된 것으로 보인다. 따라서 상급기관인 교과부나 학부모와 같은 교육외부자들이 단위학교와 교사에게 책무를 부과하는 책무관계를 나타낸다. 단위학교와 교사가 이행해야 하는 책무의 내용도 교육활동 본질에 기반을 두기 보다는 외부 요청에 부응하여 최근에는 수행성과를 강조한다. 학생의 학업성취도는 대표적인 수행성과로서 단위학교의 주된 책무로 간주되고 있다. 책무를 확인하는 방식 또한 모든 학교와 교원들에게 공통적으로 적용될 수 있는 표준화된 지표를 강조하며, 표준화시험이 단위학교의 책무를 확인하는 대표적인 방식으로 활용되고 있다. 단위학교와 교사들의 책무를 촉진하기 위한 유인기제로서 외재적인 방식인 보상과 제재를 주로 채택함으로써 단위학교 내 동료교원들간의 격려와 압력이 책무를 유인하는 기제로 활용되는 정책적 전략이 부족했던 것으로 보인다. 따라서 한국의 초중등교육분야에서는 지나치게 교육외적 접근의 책무성 정책 설계를 지양하고, 교육내적 접근과의 조화로운 균형이 필요하다.

Abstract

Despite emphasis on accountability policies in primary and secondary education, approachesto education accountability polices in Korea have not been sufficiently discussed. The aim ofthis study is to critically examine accountability policies introduced in Korea's primary andsecondary education systems, based on external approaches to education and internalapproaches. The results showed that the Korean education accountability policies are biasedtowards external approaches to accountability policy. The School Assessment Policy, TeacherEvaluation Policy, National Assessment of Educational Achievement were driven by governmentofficials rather than school members. Individual schools and teachers are required to fulfilobligations to performance results and highlight student achievement as contents ofaccountability in recent years. The way to highlight accountability also needs to be uniformlyvisible and show standardized indicators. For example, a standardized test is notably regardedas a unit to determine the responsibility of schools and teachers. Also, rewards andsanctions-oriented measures are mainly used so as to promote accountability of individualschools and teachers. Therefore, it is necessary to avoid policy design based on externalapproaches and to make a harmonious balance with internal approaches to accountability policy.
