본 연구는 2009년 한중 컨테이너 항로, 2012년 한중 카페리 항로의 시장개방에 대응하여 우리나라 근해 정기선사들의 성장전략 및 정책방안을 모색하였다. 연구방법론으로서 기업파워 이론을 채택하여, 근해 정기선 시장을 분석하고 기업 성장전략 및 정책방안의 도출에 활용하였다. 연구 결과, 동태적․경쟁적 환경으로 급변하고 있는 근해 정기선 해운산업에서 우리 근해선사는 서비스(항로) 합리화 등의 기업파워 방안을 추진하고, 우리 정부는 선박운항회사 제도 도입 및 선박관리업 육성 등의 산업파워 방안을 추진할 필요가 있는 것으로 나타났다.
Abstract
The objective of this study is to derive growth strategy and policy measures for short sea liner shipping companies considering the fact that the Korea-China liner shipping route will be liberalized as of 2009 (liberalization of container ships) and 2012 (liberalization of passenger/cargo ships). In this study, the firm power theory was adopted as the basic analytical tool. According to the firm power theory, the performance of a company is to be determined by the way the company adjusts itself to industry driving forces given current firm and industry power. Major findings of this study are as follows : ① Supply structure and industry policy need to be improved. ② The management environment of the short sea shipping industry is becoming even more dynamic and competitive. ③ Major foreign competitive companies employ aggressive strategies to enlarge market share on short sea shipping on Asian routes. ④ Korean short sea shipping companies are confronted with declining market share and loss of market initiative. ⑤ Short sea shipping industry power is weakening. ⑥ Korean short sea shipping firm power is comparatively strong. ⑦ The changes in industry driving forces are expected to weaken firm power in the future. ⑧ Strategic alliances are a crucial solution for growth of short sea shipping companies in Korea. ⑨ Route-wise, specialized strategies need to be established.
