내항화물운송시장 과잉공급 판단과 정책 제언

본 연구는 기업활력법에서 제시하고 있는 과잉공급 근거 지표인 매출액영업이익률, 가동률, 당분간 수급 해소 여부 등 3개 지표를 토대로 우리나라 내항화물운송시장에 대한 수급 불균형 여부를 추정하였다. 추정 결과 내항화물운송시장 매출액영업이익률은 10년간 평균치보다 최근 3년간 15% 이상 감소한 것으로 평가되었다. 선박가동률도 10년간 평균치보다 최근 3년간 평균치가 낮아졌으며, 향후 내항화물운송시장의 수요는 당분간 회복이 어려울 전망이다. 이에 따라 내항화물운송시장은 기업활력법에 의한 과잉공급 지표를 기준을 볼 때 과잉공급시장으로서 경쟁완화 및 진입제도 변화 등이 필요할 것으로 분석되었다. 이를 해결하기 위한 정책대안으로서 등록제에 대한 진입제도의 변경, 친환경 선박 도입을 통한 선박량 조정을 위한 방안 및 통계 구축을 통한 시장 상황의 면밀한 분석 등의 정책적 수단이 요구된다는 점을 지적하였다. 본 연구가 제시한 실증분석의 내용과 정책 수단이 내항화물운송시장의 안정적 성장을 위해 검토되어 활용되길 기대한다.
Abstract
This study estimated the supply-demand imbalance in Korea's domestic cargo transportation market based on three indicators, which are the base indicators for oversupply presented in the Corporate Revitalization Act: the operating profit ratio on sales, the utilization rate, and whether supply and demand will be resolved for the time being. As a result of the estimation, it was analyzed that the domestic cargo transportation market is not at a serious level, but it is an oversupply market, and it is necessary to reduce competition and change the entry system. It was pointed out that policy measures such as a change in the entry system to the registration system, measures for adjusting the amount of ships and a detailed analysis of the market situation through statistical establishment are required as a policy alternative to solve this problem. It is expected that the contents of the empirical analysis and policy tools required for the stable growth of the sea freight transportation market presented in this study will be usefully utilized.
