본 연구의 목적은 국립공원 구역의 해제가 공시지가 변동률에 미치는 영향을 분석하는 것이다. 2010년국립공원 구역 해제가 된 곳은 총 542지역(마을)인데, 그 중 한려해상국립공원 두모지역을 중심으로 분석하였다. 두모지역의 공시지가 변동률을 지목종류에 따라 4가지로 분류하여 해제, 유지지역으로 구분하여 비교하였고, 2006년에서 2015년까지 총 10년간의 공시지가를 조사하여 이중차분모형을 이용하여 분석하였다. 지목전체의 공시지가 변동률의 평균은 해제가 유지 보다 3.39% 더 높았다. 또한 이중차분모형을 이용하여 추정한 결과국립공원 구역 해제가 공시지가 상승에 영향을 미친 것으로 분석되었다.
Abstract
The purpose of this study is to analyze the impact influence of release of The National Park area on fluctuation rate of the officially assessed land price. 542 villages were released in 2010, this case is focused on Dumo village in the Hallyeohaesang National Park. A difference in differences estimator(DID) model was estimated using 10 years officially assessed land prices from 2006 to 2015. The average fluctuation rate of the officially assessed land prices in released region is 3.39% higher than that in maintained region. The result of difference in differences estimator model shows that the release of The National Park area increased land price.
