Abstract

According to a news report from November 2024, the number of foreign seasonal workers employed in Jeju Island’s agricultural sector is expected to nearly double in 2025, increasing from 109 in 2024 to 210. Since the establishment of the modern nation-state system, the issue of labor migration has been a critical challenge in reconciling state sovereignty with universal human rights. In this context, the growing emphasis on protecting the rights of undocumented migrant workers and their families stems from the significant influx of undocumented migrant laborers driven by rising domestic labor demand. Consequently, our country has reached a point where comprehensive and proactive reforms to its international migration policies are imperative, reflecting the changed circumstances since the 1990s. However, an analysis of media coverage on the introduction of public seasonal worker programs in Jeju Island reveals shortcomings in verifying specific facts about these programs. This issue appears to arise from a policy framework for migrant labor in South Korea that prioritizes the supply and management of foreign labor over the normative aspect of ensuring human rights. Building on this awareness, this study examines the implementation process of South Korea’s migrant labor policies to identify key issues. Specifically, it investigates the introduction and implementation of the public seasonal worker pilot program conducted in five local governments in 2022, as well as the challenges encountered. Furthermore, the study explores how these challenges influenced perceptions and media coverage of the public seasonal worker program in Jeju Island, which began in 2023 with an initial deployment of 50 workers. The study’s findings indicate that, despite high levels of satisfaction among both farmers and foreign workers, instances of inaccurate reporting have been identified. These inaccuracies stem from the failure to distinguish between the public seasonal worker program and the existing seasonal worker programs, even considering that this initiative is still in its early stages of implementation. To address the mixed perceptions of optimism and concern surrounding the program, it is imperative to establish a consistent migration policy framework grounded in legal foundations, based on a comprehensive survey of the current status of migrant workers.
