최근 아동․청소년을 대상으로 한 범죄는 전통적인 물리적 공간에서벗어나 디지털 공간으로 급격히 이동하고 있으며, 이에 따라 사이버폭력, 온라인 마약 유통 등 다양한 위험 요소가 부상하고 있다. 하지만 17년째운영되고 있는 아동안전지킴이집 제도는 이러한 환경 변화에 효과적으로대응하지 못하고 있으며, 제도의 실효성에 대한 비판이 지속되고 있으며, 아동보호 체계의 구조적 재정비가 필요한 시점이다. 본 연구는 이러한 문제의식을 바탕으로, 아동안전지킴이집 제도의 운용 현황과 문제점을 분석하고, 보다 실효성 있는 제도로의 구조적 개선방안을 도출하는 것을 목적으로 한다. 아동안전지킴이집 운영 실태는 주로 편의점, 문구점, 상가 등 민간업소를 대상으로 표지판을 설치하여 운영되고 있고, 제도 도입 초기의모델이 거의 변화 없이 유지되고 있고, 신규 유입도 저조한 실정이다. 형식적인 운영으로 유지하고 있다 보니 학생, 학부모와 업주들의 인식도긍정적이지 못하고, 실제 범죄 신고 등 활용 사례도 상대적으로 저조하다. 발전방안으로 병행해서 운영되고 있는 아동보호수호천사와의 연계를통해 기능 중복을 최소화하고 인적 자원을 효율적으로 운영하고, 아동안전 관련 사업이 가능한 자치경찰위원회에서 이관받아, 지역의 수요에 기반한 탄력적인 운영이 가능토록 재구성이 필요하다. 단순한 물리적 공간에서 탈피하여 지역의 주민과 학교, 협력단체 등 주체의 참여를 확대하고, 교육과 홍보가 병행되어야 할 것이다. 결국, 통합형 ‘아동안전 네트워크’라는 큰 틀에서 다시 아동보호 정책을 고찰하면서 사회적 약자 보호의 우수한 시책으로 발전할 수 있도록실효성을 높여 나가야 할 것이다.
Abstract
Crimes targeting children and adolescents have recently shifted rapidly from traditional physical spaces to the digital realm, raising the risk of various threats, such as cyberbullying and online drug distribution. However, the Child Safety Watchdog System, in its 17th year of operation, has failed to effectively address these changing circumstances, raising questions about its effectiveness. It’s time to create a new “social safety net.” Based on these concerns, this study aims to analyze the current status and challenges of the Child Safety Guardian Center system and develop structural improvements to make it more effective. Child Safety Guardian Centers are primarily operated by installing signs in private businesses such as convenience stores, stationery stores, and shopping malls. The initial model of the system remains largely unchanged, and new enrollment is low. Because it is maintained as a formal operation, the perception of students, parents, and business owners is not positive, and actual cases of crime reporting and other utilization are relatively low. As a development plan, the program needs to be restructured to minimize functional duplication and efficiently manage human resources through linking with the Child Protection Guardian Angels, which are currently operating in parallel. Furthermore, child safety-related projects should be transferred from the Autonomous Police Commission, enabling flexible operation based on local needs. Beyond mere physical space, the program should expand participation from local residents, schools, and partner organizations, and education and outreach efforts should be implemented in parallel. Ultimately, we must reexamine child protection policies within the larger framework of an integrated “child safety network” and enhance their effectiveness so that they can develop into excellent measures to protect the socially vulnerable.
