Abstract

Crimes against children and violence in schools with juveniles have become critical social issues in the republic of Korea. Recently, the issues have been magnified as the challenging tasks that the Korean government is facing. but it is practically impossible for the government to resolve all the crimes against children and minors due to the limited number of police. Therefore the best solution to the problem is to establish a cooperative partnership between the community and the police. so The Child Safety House is a cooperative police-community based crime prevention system. The police designate a stationery store, a convenience store, or a shopping center--which is easily accessible, near the elementary schools, to children--as a safety place for children in need. If the children, who get into danger, go to the safety house, those in the safety house call the police or contact their parents while they offer assistance to the children. I analyze operational problems of this system and present several practical measures. That is the change of the central operating body on the safety house system, raising the morale of the people who is designated as The Safety House, the strengthening of publicity to children, parents and teachers, extension on an object of protection for juveniles.
