학부모의 학교안전 상황 인식과 학교안전정책 신뢰도 연구

2021년 10월21일~31일 전국의 초, 중, 고 학부모 1040명을 온라인 설문조사해서 자녀의 학교안전 상황 인식, 정부학교안전정책 신뢰도, 정책 신뢰도에 영향을 주는 요인을 알아보았다. 자녀의 안전사고 가능성에 대한 인식은 전반적으로낮았다. 그러나 교육부의 7대 표준영역별로는 사고 가능성 인식에 차이가 있었으며, 교통안전 사고에 대한 우려가컸다. 생활안전, 교통안전, 약물·사이버중독 영역에서는 초, 중, 고 학부모가 우려하는 정도에 차이가 있었다. 학부모들은안전사고 발생 원인은 안전환경, 안전정책, 안전문화의 순으로 크다고 생각하였다. 환경변화로 발생하는 사이버범죄등 새로운 안전위협 요인에 대한 걱정이 특히 많았다. 학부모의 정부 학교안전정책 신뢰도는 보통 수준이었다. 안전정책신뢰도에는 학부모·학교 안전커뮤니케이션과 학부모·자녀 안전커뮤니케이션, 그리고 교육부 7대 표준영역 중 폭력·신변안전, 생활안전 사고 우려가 영향을 주었다. 학부모의 학교안전정책 신뢰도를 높이기 위해서는 학부모·학교 안전커뮤니케이션 확대, 새로운 안전위협 환경에 대한 정부의 빠른 대응, 우리 사회의 안전문화의식 강화 등이 필요한 것으로분석되었다.
Abstract
This study was to find out parents’ perception about the school safety and the reliability of the government’s school safety policy. 1,040 elementary, middle and high school parents were surveyed. Even though the perception about the possibility of safety accidents was low, the concerns about traffic accidents were high. Parents thought that the cause of safety accidents was in the order of the safety environment, the safety policy and the safety culture. Parents’ reliability of the government’s school safety policy was in the middle level. The reliability was influenced by the safety communication between parents and school, the safety communication between parents and their child. And the concerns about violence and personal safety, and life safety affected the reliability, too. The influence to affect the reliability was greater in the order of the safety communication between parents and school, the violence and personal safety concerns, the life safety concerns, the safety communication between parents and their child. To increase the policy reliability of parents, it was suggested to expand the safety communication between parents and school, to respond quickly to the new safety threat environments, and to strengthen the safety culture in our society.
