Abstract
The purpose of this study was to explore the characteristics and areas for improvement in the development process of government-issued physical education (PE) textbooks, based on the experience of writing PE textbooks under the 2022 Revised Special Education Curriculum. In-depth interviews were conducted during 2023–2024 with authors and researchers who participated in the development of PE textbooks tailored to different types of disabilities. The collected data were analyzed using the qualitative data analysis method proposed by Strauss and Corbin (1998). The findings revealed that “institutional inertia” in the national textbook development process was a prominent feature, with subcategories including overcoming curriculum constraints, compromising with reality, being led by commissioning institutions, breaking down barriers, and adaptation mechanisms of the authors. Furthermore, the need to ensure autonomy in PE textbook development emerged as a key area for improvement. Subthemes included administrative support led by publishing institutions, enhancing efficiency through mutual understanding, expanding autonomy by reflecting subject-specific characteristics, sustaining motivation for continued work, and leveraging the strengths of government-issued textbooks. Based on these findings, the study discusses the implications of the special education PE textbook development experience and proposes improvement tasks for future development.
