Abstract

The purpose of this paper is to analyze the multi-layered inequality caused by racial discrimination among Haitian migrant workers in the Dominican Republic. In particular, this paper investigates the human rights embedded inequality of migrant workers through being illuminated on the “Batey,” which is a Haiti migrant worker’s collective residence in a sugar cane plantation, and subsequently accuses the current situation. In conjunction with the US military regime in the Dominican Republic in the 1920s, the influx of sugar cane migrant workers from Haiti led to a change in the existing labor force. With the advent of Trujillo's dictatorship in the 1930s, the multi-layered inequality arose due to the involuntary Batey residence and human rights discrimination of Haiti migrant workers. It is a necessary evil. The “cheap” workforce of Haitians was the main “labour” power of the sugar cane plantations that underpinned the development of the Dominican Republic. However, this is because Haitians were regarded as targets of threats and hatred in terms of their population composition and their culture. Particularly, the Trujillo government pursued dictatorship in two political frames. It is the new imperialist targeting US capital and the ideological approach of anti-Haitianism by nationalizing the “threat of Haiti.” It was the creation and maintenance of the legitimacy of the Trujillo regime and, above all, of Trujillo's own self-interest, faithfully by using the US imperialism perception and Haitian labor-force as leverage or scapegoat. The post-Trujillo regimes still use anti-Haitianism as a major social mechanism. The issue of immigrants based on Haitians is used as a means of political football to bury the domestic topic or as an explanatory power to explain domestic problems. Despite the decline of the sugar cane industry, the Haitian migrant workers who still spend their daily lives on Batey are clearly exposed to human rights vulnerabilities as they were 100 years ago and even today. Through solidarity with the international community, we try to find a solution phase.
