자유주의적 다원주의 시각에 근거한 영국 복지정책에 관한 연구와 고찰

자유주의적 다원주의 시각에 근거한 영국복지정책의 취지는 개인의 사회적 권리를 보호하기 위해 국가의 적극적인 개입과 복지 프로그램을 통한 "상호의존적인 시민들의 연대 공동체"를 달성하는 것이다. 복지정책의 모색은 자유주의적 다원주의 시각, 구조주의적 시각, 국가 중심적인 시각, 권력 자원 이론적인 시각의 네 가지 견해에 의해 설명되어 지고 있다. 영국복지정책의 형성과정과 내용은 자유주의적 다원주의에 근거한 것이다. 대처 정부의 주요한 이념과 정책은 개인의 자유와 중간계급 기능의 강조, 자유시장원리에 입각한 민영화와 기업의 조세감면, 유연 노동시장의 강조를 통한 복지정책의 추진으로 간주되고, 토니 블레어 정부의 정책은 중간계급의 지향과 함께 공동체 강조, 국영-민간기업의 협조, 유연 노동시장과 적극적 노동시장 정책의 배합, 교육과 의료복지의 강조와 함께 직원훈련 지원 등 적극적 복지 정책의 추진이었다. 자유주의적 다원주의 시각에 근거한 영국 복지정책의 영역과 범위의 분석을 통해 “정부혁신 방향과 과제”에서 우리에게 주는 시사점과 교훈 점을 파악함으로써 한국형 정책 발전의 의미를 검토해 보고자 한다. 이와 같이 영국형 복지정책의 분석에서 얻은 교훈과 시사점을 한국형 복지정책의 발전과정에 접목함으로써 사회발전을 구현하는데 정책의 이론적 바탕을 마련하고자 한다.
Abstract
The purpose of welfare policy in United Kingdom based on liberal-pluralist perspective is to protect the social right of individuals and achieve solidarity between social members. The pursuit of welfare policy can be explained by the liberal-pluralist perspective, the structural-marxist perspective, the state-centered perspective, and the power resource perspective. On the whole, the process of welfare policy in United Kingdom is regarded as the liberal-pluralist perspective. The policies of Thatcher's government focus on the accentuation of middle class and individual liberty, private management and tax cut based on the principle of market system, and welfare policy through flexible labour market. On the other hand, the policy of Tony Blair's government is the emphasis of solidarity between social members with the growth of middle class, a cooperation between state enterprises and private companies, the combination of the policy of flexible and positive labour market. and the stress of vocational training. The study of the process of welfare system in United Kingdom will contribute to provide the theoretical basis of growth and welfare policy in Korea.
