생산레짐 이론의 관점에서 본 쿠데타 전후 칠레의 복지제도: 생산체제 변화의 영향을 중심으로

초록

본 연구는 칠레의 군사쿠데타 전후 복지체제의 변화를 생산체제와의 보완성이라는관점에서 비교 분석함으로써, 생산체제가 개발도상국들의 복지체제 발전에 가지는 설명력을 유추해보고자 한다. 1973년 피노체트 군사쿠데타 이전, 초기 민주정부들에 의한보편적이고 분배적 성격이 강한 복지체제는 국가주의적인 측면이 강하였다. 이 시기 거의 모든 복지프로그램들은 경제주체들 간에 국가 또는 산업차원에서 조정되었다. 그러나 군사정부 하에서의 복지프로그램들은 공적부문이 아닌 사적 영역에서 주로 공급되고 운영되었다. 복지국가의 체계가 정부의 예산에 의해서 재원의 많은 부분이 조달되고포괄적인 혜택이 제공되던 시스템에서 시장의 힘에 의해서 그 혜택이 상당히 제약되고억제되는 체제로 전환된 것이다. 이것은 칠레의 군부정권이 추구한 효율성 중심적인 경제질서 원리인 자유시장경제의 패러다임으로부터 비롯된 것이다. 즉, 피노체트를 비롯한 군부에 의한 집권세력의 교체와 광범위한 구조적 제약을 가져오는 생산체제의 전환이라는 정치경제적 변화가 맞물려 이러한 복지체제의 변화를 이끌어낸 것이다.

Abstract

This study elucidates the characteristics of the formation and transformation of the welfare regime in two politically contrasting regimes in Chile-from the perspective of the varieties of welfare capitalism approach. Allende regime and Pinochet regime of Chile developed keenly contrasting welfare regimes under contrasting production regime. Allende regime developed a state-centered, or industry-centered coordinated market economy, while Pinochet government drastically transformed the existing statist system into a liberal market economy. Under Allende regime, welfare programs were established mainly through the state’s active involvement and coordination among state, labor and corporate capital, while Pinochet regime’s welfare programs were both provided and managed in the private market. The current study contributes to the existing literature by comparing the mechanisms by which each regime’s production regime molds its welfare regime.
