교육소외 학생을 위한 국가 수준의 원격교육 지원사업의 현황과 과제

본 연구는 교육소외 학생의 현황과 원격교육을 통한 교육지원사업에 수혜를 받고 있는 학생의 현황을 살펴봄으로써, 현행 교육지원사업이 얼마나 많은 교육소외 학생에게 교육기회를 제공하고 있는지 그 실태를 파악하고 향후 과제를 탐색하는 데 목적이 있다. 이를 위해 한국교육개발원에서 원격교육을 통해 제공하는 교육지원사업을 중심으로 사업의 대상인 여섯 가지 유형의 교육소외 학생들의 일반적인 현황과 사업에의 참여 현황에 대한 최근 5~10년 치의 통계자료를 분석하였다. 교육소외 학생을 위한 교육지원사업이 얼마나 많은 학생들을 지원하는지를 표현하기 위해서 ‘잠재수요’, ‘유효수요’, ‘실제수요’라는 수요의 개념과 이에 기반한 ‘수혜율’의 개념을 활용하였다. 연구 결과, 현재 원격교육 지원사업은 다양한 교육소외 학생에게 교육 기회를 제공하고 있으나, 일부사업에서는 낮은 수혜율을 보이는 것으로 나타났다. 교육소외 학생을 위한 원격교육 지원사업의 향후 과제로는 유효수요의 산정 고도화, 원격교육 지원사업의 통합적 운영 체계 마련, 교육소외 학생을 위한 데이터 확보, 그리고 종합적인 연구 등을 제안하였다. 본 연구는 교육소외 학생을 위한 교육정책 개선과 원격교육 활용의 방향성을 제시하는 데 기여할 수 있을 것이다.
Abstract
Purpose: This study aims to analyze the current status and challenges of distance education support programs for educationally disadvantaged (ED) students and to propose future directions for their improvement. Design/methodology/data/approach: This study investigates six key distance education support programs administered by the Korean Educational Development Institute (KEDI), analyzing five to ten years of data on ED students, participation figures, and take-up rates. Findings/Results: The findings indicate that while distance education support programs provide educational opportunities to various ED students, some programs exhibit low take-up rates. This study recommends improving the estimation of actual demand, establishing an integrated operational framework, securing data on ED students, and conducting comprehensive research on this population. Value: This research contributes to the improvement of educational policies for ED students and offers strategic insights into the effective utilization of distance education.
