국방부는 발생주의･복식부기 회계제도에 따라 국방 예산의 효율적인 관리와 효과적인 자원배분, 그리고 국방 정책의 의사결정에 도움을 주기 위해 국방통합재정정보시스템을 개발하여 운영 중이다. 본 연구는 이 시스템을 통해 생산되는 회계정보를 활용하는 방안을 제시하는 데 그 목적이 있다. 특히 현재 해군에서 저탄소녹색성장의 일환으로 진행 중인 태양열 시스템 도입 사업의 실증 데이터를 활용하여 사업의 경제성 분석 모형을 제시하였다. 분석을 위해 실물옵션 모형을 활용하였으며, 실증 분석결과 태양열 시스템의 경제성은 충분한 것으로 판단되었다. 또한 태양열 시스템의 경제성은 석유제품의 가격 변동성, 할인율 그리고 연간 운영비에 크게 영향을 받는 것으로 나타났다.
Abstract
This study is proposed the economic analysis model of military facilities using empirical data applied to solar heating system in the Navy. And this paper is applied in the real option approach on behalf of the discounted cash flow method which is the static analysis. Because real option approach can be considered the uncertainty of the future in the dynamic business environment. In the result of the empirical analysis, the economics of solar heating system is considered adequate. In addition, the economics of this systems is largely affected the petroleum products price volatility, the discount rate and the annual operating costs.
