본 연구는 농어촌 지역의 난방비 부담을 줄이기 위한 LPG 저장 탱크 구축 사업의 경제성을 평가하였다. 기존의 편익비용(B/C)분석법과 순현재가치법(NPV)의 한계점을 극복하고, 시장 가격의 불확실성과 투자의 비가역성을 고려한 실물옵션 모형을 제시하였다. 분석 결과, 시장가격/최적 투자 임계점(p/p*)은 20% 수준으로 경제성이 부족했으며, 이는 예비타당성 조사 결과인 0.78과 일치하였다. 가격 증가율, 가격 변동성을 반영한 실물옵션 분석에서 경제성은 더욱 낮아지는 것으로 나타났다. 초기 투자비용과 운영비용의증가는 최적 투자 임계점(p*)을 높이고, 투자 결정을 지연시키는 것으로 나타났다. 이를바탕으로 정부와 지자체의 투자 지원 확대, 투자기간 및 운영비용 감소, 에너지 절감 및환경개선의 편익 증대 등이 필요함을 시사하였다.
Abstract
This study presented a real option model reflecting market price uncertainty and investment irreversibility, overcoming the limitations of the benefit cost (B/C) analysis method and the net present value method (NPV) to evaluate the economic feasibility of the LPG storage tank construction project, which is a policy to relieve the burden of heating costs in rural areas. As a result of the analysis of the real option model, it was analyzed that the market price/optimal investment critical value was 20% and lacked economic feasibility. Economic feasibility was not secured, as in the 0.78% level of the preliminary feasibility study report. As a result of reflecting uncertainties such as price growth rate and price volatility in the real option analysis, it was analyzed that economic feasibility decreased further. Both investment and operating costs raised the optimal investment critical value. As the benefits of the business increase, the optimal investment critical value decreases, so active investment can be expected. Therefore, increasing the proportion of investment support from the government and local governments, reducing investment periods and operating costs, and increasing the benefits of energy saving and environmental improvement will increase the economic feasibility of investment projects.
