정부와 국회 간 재정권한의 재배분 이슈는 우리나라에 국한되는 것이 아니라 대통령제, 의원내각제 등 통치체제를 초월해 전 세계 국민들의 관심을 끌고 있다. 특히 복지국가의 진전으로 정부의역할이 커지면서 예산구조가 복잡해지고 전문적이 되면서 국회의 정보비대칭성으로 인한 기울어진운동장 문제가 더욱 커지게 되었다. 특히 최근 대의민주주의에 대한 불신에 기초해 주민예산제도, 국민예산제도 등이 도입되면서 국회, 정부를 넘어서 국민이 직접 예산과정에 참여하는 기제가 마련되고 있다. 대통령제를 채택하고 있는 나라들은 예산제도 관련 법규가 상대적으로 엄격하게 규정되는반면 의원내각제를 채택하는 나라들은 대개 느슨한 예산관련 법제도를 운영하고 있다. 본 연구에서는OECD 국가들의 재정제도 패널분석을 통해 재정건전성에 영향을 미치는 변수로 사전예산제도, 예산심의기간, 수지준칙 등이 확인되었다. 우리나라의 경우 국회예산정책처 등을 통해 전문성이보완되고 있지만 여전히 거시재정통제를 위한 의회의 예산제도 보완 및 책임성 강화가 중요한 과제임을 알 수 있다.
Abstract
The issue of the rearrangement of the fiscal authority between the executive body and the parliament is not limited to Korea, but it attracts public attention beyond the global government system such as the presidential system and the parliamentary cabinet system. Especially, as the role of the government increased. and as the government became a welfare state, the budget structure became more complicated and the problem of sloped playground due to the information asymmetry of the parliament compare to executive body became bigger. In particular, based on the distrust of representative democracy in recent years, the citizens' participatory budget system has been introduced. The countries that take the presidential system are relatively strict about the budget system, while the countries that take the parliamentary cabinet system usually run a loose budget-related legal system. In the OECD countries' financial system panel analysis, the budget deliberation period, the pre-budget system, and the balanced budget rule were identified as variables affecting fiscal soundness significantly. In Korea, the expertise is supplemented through the role of the National assembly budget office(NABO), but it is still important to enhance the capacity of macro budget assessment system of the parliament for better financial control.
