지역안전지표 기반의 재난안전 여건분석에 따른 정책제안: 충청북도 기초지자체를 대상으로

본 연구는 “어떻게 하면 지자체의 재난안전 여건을 정확하게 진단하고, 그에 따른 맞춤형 정책방향을 도출할 수 있을까?”를 연구의문으로 한다. 본 연구의 목적은 충북 시군의 재난안전도 개선에기여하는 것이다. 이를 위해서 인과적 지표 틀에 따라 지역안전지표를 선정하고 시계열DB를 구축한후 현 상태와 변화율을 동시에 고려하여 시군별 재난안전 여건을 분석하였다. 분석결과, 1) 시단위에서, 청주시는 구조구급대원수 및 안전예산 비율을 확대할 필요가 있다. 충주시는 자연재해에 대한사전대비와 구조구급 및 의료서비스 개선이 필요하였고, 제천시는 재난안전 취약요인들에 대한관리가 필요하였다. 2) 군단위에서, 옥천군과 괴산군은 재난약자 증가에 대한 대응, 영동군은 보건의료 분야 개선, 증평군은 전입자 및 1인 가구수 증가에 대한 대응, 진천군과 음성군은 재난안전위협요소에 대한 전반적 검토, 단양군은 재난안전 기반강화가 요구된다. 본 연구결과는 각 지자체의재난안전 여건을 총체적인 시각에서 일목요연하게 인지할 수 있도록 함으로써 재난안전정책 의사결정자들이 가장 효율적인 정책을 수립하는 데 도움을 줄 수 있을 것이다.
Abstract
The research question of the study was “How can we accurately diagnose disaster safety conditions in local governments and derive tailored disaster･safety policy directions accordingly?”. The purpose of this study was to improve the degree of disaster safety of cities and counties in Chungbuk Province. For this purpose, this study selected local safety indicators based on a causal indicator framework, established a five year time series database, and the current state and rate of change were considered simultaneously to analyze the disaster safety conditions by local governments. Analysis Results, 1) At city level, Cheongju city needed to increase the number of rescue aid workers and increase the percentage of safety budget. Chungju city needed to prevent natural disasters and improve its level of rescue and medical services. Jecheon city needed to manage its disaster safety vulnerable factors. 2) At county level, Okcheon and Goesan-gun needed to respond to the increase in the number of disaster Vulnerable People. Youngdong-gun needed to improve its health care service. Jeungpyeong-gun was required to respond to the increase in number of incomers and single-person households. Jincheon and Eumseong-gun needed detailed review and understanding cause about disaster safety threat factors. Danyang-gun should strengthen its disaster safety base. The results of this study will help decision makers create the most efficient disaster safety policies by providing a clear and comprehensive view of each local government's disaster safety conditions.
