본 연구는 중국 전기차 혁신체계 구축 과정을 정책-기술-시장 관점에서 시기별로 분석하였다. 이를 통해 시기별로 핵심 정책, 기술 및 시장 요소와의 상호 작용, 주요 행위자, 도전 과제 등을 찾아내고 정리하였다. 이러한 분석을 통해 중국 전기차 산업 혁신체계 발전 과정에서 정책과 기술적 요소들이 쌍방향 상호작용을 통해 공진화 하였음을 찾아냈다. 또한 다양한 시장 행위자의 참여와 협력을 이끄는 정책, 특히 지방 정부의 정책적 지원과 로컬기업의 혁신 활동이 중국 전기차 산업의 급격한 성장을 끌어내는 데 중요한 역할을 하였다.
Abstract
This study analysed the process of developing China's electric vehicle (EV) innovation system across different periods from a policy-technology-market perspective. It aimed to identify key policies, interactions between technology and market elements, major actors, and challenges within each period. The findings revealed a co-evolution of policy and technological facets, showcasing a mutual interaction pivotal in shaping China’s electric vehicle industry innovation system. Notably, policies facilitating participation and collaboration among diverse market entities, especially bolstered by local government support and innovative endeavours of local companies, significantly steered the rapid growth of China's electric vehicle sector. An important discovery pertains to the pivotal role played by the Chinese government’s transition, circa 2014, from a policy-driven to a market-driven approach, significantly contributing to the swift advancement of China’s EV industry.
