Abstract

Nokdosugunjin was established in the early Joseon Dynasty, around 1398 (Taejo 7), and was abolished in 1895 during the military system reorganization. The background for the establishment of Nokdojin was the geographical characteristics of the area around this naval base, which was a major route for Japanese pirates and a strategic point for maritime defense, and to facilitate the management of ranches along with the defense of Japanese pirates appearing in Deukryang Bay, which was the sea route for the entry and exit of Jo Yang-hyeon and Boseong-gun. The functions of Nokdojin included maritime defense, building and managing warships, ranch management, beacon or watchtower management, power transmission management, supervision of exiles, and escort of transport ships. At the time of the establishment of Nokdojin, there were about 500 naval and personnel officers, and around January 1457 (Sejo 3), there were about 770 officers, and around 340 officers when the Gyeongguk Daejeon was completed. This situation continued until the late Joseon Dynasty. When Nokdojin was established, this naval base commander commanded six medium-sized ships and two separate ships. Around 1429 (Sejong 11n), he commanded four medium-sized ships and four separate ships. Around the time the Gyeongguk Daejeon was compiled, he commanded one Daemaeng ship, two medium-sized ships, three small-sized ships, and three military-sized ships. During the reign of King Myeongjong, he commanded one warship, one military ship, and two sahu ships. However, by the 19th century, most of these had become dilapidated or damaged and were left abandoned. Nokdojin had a jinseong (fortress). This was built as part of the construction project of the naval bases nationwide during the reign of King Seongjong, around 1485 (Seongjong 16). According to records from the 19th century, Nokdojin was home to many public buildings. However, some of these buildings were damaged and left in a state of decay. The financial management of Nokdojin was very difficult due to tributes to higher-level organizations. This can be seen from the fact that at that time, the subordinates and servants of Nokdojin were unable to overcome the hardship and ran away, leaving many government offices empty and the commander, Manho, in a situation where he had no idea how to make a living. Nokdojin fought various naval battles due to the invasion of numerous Japanese pirates during normal times. Therefore, it was prepared for war by strengthening military supplies and maintenance, and training the naval forces. Because of this, it was able to play a leading role in the victory of the Joseon navy during the Imjin War.
