Abstract
The Participatory Government has been faced with a lot of public conflicts from the beginning. They include the truckers' strike, the protest against filling-up of Saemangum, and the protest against the building of a site for the nuclear waste disposal. To respond to these conflicts, the Participatory Government tried to legislate the basic law on public conflict resolution. But it was rejected by the National Assembly for the reason that it was unnecessary and precocious. Therefore, the Participatory Government established the governmental rule on public conflict resolution instead. An analysis of the relocation policy of public agencies was suggested as a case study of how the Participatory Government has handled public conflicts. To manage this highly complex and conflict-ridden policy, the Participatory Government formed an overarching governmental body and started the GCP approach (that is, governance, consultation, and pact-making). As a result of these efforts, conflicts were prevented and the policy has been successfully implemented. An important lesson from the case study is that a well-designed approach can prevent an occurrence of public conflict and increase the probability of the success of a policy.
