Abstract
This study re-evaluates the political implications of trust by examining how changes in trust before and after the COVID-19 pandemic have influenced civic participation in Korea. Using comparative data from the pandemic period (2021) and the post-pandemic period (2024), it empirically investigates the dynamics of political, generalized, and particularized trust and their political significance. The analysis reveals statistically significant differences across all three dimensions of trust between the two periods. Notably, trust in neighbors increased in the post-pandemic period, distinguishing it from other forms of trust. In both periods, higher levels of trust in government, trust in others, and trust in neighbors were positively associated with stronger civic participation. Despite these patterns, the persistently low level of generalized trust in Korea indicates challenges in reconciling rational interests within society, potentially weakening governmentality. Overall, the findings suggest that while Korea’s trust structure remained relatively stable during crises, enhancing trust remains essential to strengthening civic engagement and democratic governance.
