다량 트래픽을 유발하는 데이터 중심의 통신서비스 이용량이 지속적으로 증가함에 따라사용량 기반 통신요금 구조로의 개편에 대한 필요성이 논의되어 왔다. 본 연구에서는 통신서비스에서의 삼부요금제(Three-part tariffs)를 비롯한 사용량 기반 요금제(Usage-based pricing)가 미치는 영향에 대한 기존의 이론 및 실증 연구 결과들을 살펴보고, 간단한 이론적모형의 예시를 통해 삼부요금제가 소비자 후생에 미치는 영향을 살펴본다. 삼부요금제는 기업의 이윤을 증대시키는 가격차별 전략이지만 본 연구의 예시에서는 요금을 구성하는 파라미터 범위에 따라 소량이용자의 소비자 후생은 오히려 증가할 수 있음을 보여준다.
Abstract
As the usage of data communications service increases, how to restructure the tariffs in response to the data traffic explosion has become an important issue. This study briefly surveys the academic literature on usage-based pricing of communications services and analyzes the impact of three-part tariffs on consumer welfare. A three-part tariff is one of the price discrimination strategies to enhance firms’ profits, but the example of this study suggests there exists parameter ranges that light users can rather increase consumer surplus under three part tariffs.
